Irada Ayupova: Accessibility and targeting of cultural goods are important priorities of cultural policy

The main report was made by RT Minister of Culture Irada Ayupova. In her speech, she outlined two contours of cultural policy.

“On the one hand, in the internal circuit, our main task is to build the most accessible and comfortable environment conducive to meeting the ethno-cultural needs of each resident of the republic and its guest, creating the conditions for his creative, including professional, self-realization. In the external circuit, our task is to be as integrated as possible into the Russian and international cultural space, including in order to satisfy the ethnocultural needs of our compatriots living far from their small homeland. Accessibility and targeting of cultural goods are important priorities both in the external and internal circuits, ”she emphasized.

According to Irada Ayupova, the cultural preferences of different generations today differ significantly. But cultural institutions should be attractive to all ages, "to become centers of family leisure and the promotion of traditional values."

“Strengthening Russian civil identity on the basis of spiritual, moral and cultural values ​​of the peoples of the Russian Federation is the main mission of the national project“ Culture ”. To achieve the key indicators of the national project, it is not enough to increase the activity of the population involved in the cultural space. It is necessary to significantly increase the coverage of the population with cultural goods, ”the minister continued. “For this, it is important to understand who our target audience is today and what we need to do to reach every resident.”

She said that for theater art veterans it is envisaged to create an association of theaters, which acts as a kind of Trustee Fund. The registration of constituent documents is currently being finalized.

This year, it was decided to launch a pilot project to visit rehearsals of theatrical productions at the Naberezhnye Chelny Drama Theater and the Almetyevsk Drama Theater free of charge for people over 60 years old with their grandchildren once a month. The “Family Club” project, connecting people of different generations, has launched in the Republican Children's Library.

The Minister singled out completely different priorities in working with young people - holding events in open areas, international projects, and the use of modern technologies.

So, in 2019, with the participation of young people, the first international project “Cinema in 7 Days” was implemented, the result of which were 10 short films that broadcast the investment and tourist attractiveness of the region by means of cinema art. Among the new projects is Youth Tuesday at the Kamalovsky Theater. The festival held on the territory of the Kazan Kremlin, Tatkultfest, gained great popularity.

This year, on the basis of the State Philharmonic, a project has been launched to promote young performers. The pop department was created in the structure of the Philharmonic. Great opportunities for young performers of academic musical art, according to Irada Ayupova, are opened by the Mikhail Glinka International Competition. In this connection, she turned to the leadership of the Ministry of Culture of the Russian Federation with a proposal to preserve the right to conduct it further in Kazan.

In her speech, the speaker also focused on the low percentage of coverage for children aged 0 to 3 years and from 14 to 18 years old.

“Today, in the republic’s theaters, 25 percent of all performances are marked“ 0+ ”(120 out of 480 performances), mainly in the republic’s children's theaters. However, such markings are not always true, and sometimes these theater performances or dramas are referred to as such performances. In reality, performances for the youngest from 0+ and for teenagers are a complex work that involves art search both in choosing a repertoire and in the form of its presentation. Practice shows that the demand for baby performances today is very high. In Kazan, there are no such productions for Tatar-speaking families.
