"Strategy 2030: cultural heritage and humanities as a source of innovation development"

The RT  Ministry of Culture held  collegium  themed: "Strategy 2030: cultural heritage and humanities as a source of innovative development."

The board meeting was attended by:

- Deputy Chairman of the State Council of the Republic of Tatarstan,  executive director of the nonprofit organization "Republican Fund for revival of historical and cultural monuments of the Republic of Tatarstan" Tatiana Larionova

- Assistant to the President of Tatarstan Olesya Alexandrovna Baltusova,

- Chairman of the Committee of the State Council of the Republic of Tatarstan on education, culture, science and national issues Razil Ismagilovich Valeev,

- Head of the Department of culture and development of languages ​​of the peoples of the Republic of Tatarstan of the Cabinet of Ministers of the Republic of Tatarstan Gulshat Radifovna Nigmatullina,

- Representatives of the interested ministries and departments, representatives of the leading universities and research institutions of the Republic of Tatarstan, heads and employees of museums and museum-reserves, leading experts - restorers, archaeologists of our republic, as well as guests from Moscow, members of the National Research University "Higher School of Economics" Pavel Matveevich Shulgin and Olga E. Shtele.

At the board meeting were present:

- Shulgin Pavel Matveevich -  head of department of integrated regional programs for socio-cultural development of the Institute for Social Policy and socio-economic programs of the National Research University "Higher School of Economics" on the topic "Strategy of preservation of cultural heritage - as a factor of innovation and economic development of the regions."

-Valeev Rafael Mirgasimovich - Vice-Rector for Research, Doctor of Historical Sciences, Professor of the Kazan State University of Culture and Arts "World Cultural Heritage. Topic - "From the humanities to economic growth."

-  Khairutdinov    Ramil  Ravilovich - Director of the Institute of International Relations, History and Oriental Studies of Kazan (Volga) Federal University, Candidate of Historical Sciences on the topic: "Portal" Cultural heritage of Tatarstan and Tatar people ": information technology and cultural heritage."

-Sitdikov Airat Gabitovich - Director of Archaeology Institute  named after  A.H. Khalikov,  doctor of historical sciences: on the topic: "The objects of the cultural heritage of Tatarstan: technology preservation of the cultural and economic potential."

Nadyrov Hanifaa Gabidullovna - Dean of the Faculty of General architectural and artistic training, head of the department of architectural composition KSASU "architectural heritage as a source of innovative development of education in the Republic of Tatarstan".

By  Presidential Decree  Principles of State cultural policy have been approved, this year a strategy of state cultural policy has been  adopted. In our region, the main priorities and  the strategy of socio-economic development of the Republic of Tatarstan till 2030  have been determined.

In modern society, science and culture are the drivers of successful innovative development. Progress in these areas of public life determines the quality of human capital - a key factor for economic growth, social order and system balance. Attention to the scientific study of the problems of cultural heritage and traditions in the modern world is the defining characteristic of successfully developing communities.

The Republic of Tatarstan has accumulated extensive experience in  scientific study of archaeological monuments, architecture, history and culture,  study of ancient technologies, reconstruction of the events and processes of the past centuries. The priorities are research in the field of information systems and non-destructive methods for the study of cultural heritage,  development of new restoration technologies.

The basis for the successful implementation of projects on  study, preservation and promotion of cultural heritage are the projects implemented by  Foundation  for revival of historical and cultural monuments of the Republic of Tatarstan since 2010.

The practice of recent years has shown that it is necessary to develop a multidisciplinary, multi-agency approach to the conservation of cultural heritage. The task of preserving the cultural heritage must be addressed not only by  the bodies of the protection of monuments, but also the structures that are responsible for issues of urban planning and architecture, economy and industrial development, the environment, transportation, landscaping, property, housing and communal services, legal services, etc. Development of protective measures requires a multidisciplinary research of cultural heritage on the basis of continuous monitoring and development forecast.

The Republic of Tatarstan has developed a well-structured system of training of specialists in the field of heritage protection - in the area of ​​restoration activities, museum, tourism, etc.

In recent years, a magistracy on the reconstruction and restoration of the architectural heritage of archeology, ethnography, new scientific and educational retraining programs in the field of cultural heritage, including the International Archaeological School have been created. Development Strategy sets the public and the scientific and educational institutions of Tatarstan number of new tasks. First of all,   it is necessary   to hold   institutionalization of  achieved positions,  structuring of the increased research capacity, transfer of lessons learned to other regions of the republic  of  the country,  training   staff  can effectively develop the achievements.

An important perspective is the research support  for the position of the Republic in  promotion of the ideas of the UNESCO Convention on the world cultural and natural, as well as intangible heritage. Efforts are already playing a significant role in the preservation of the cultural diversity of peoples of Russia in the sphere of non-material culture. A systematic work on the promotion of Masterpieces of the Oral and Intangible Heritage of Russian origin.

Implementation of strategic objectives and  realization of tasks in the sphere is possible only at consolidating the efforts of public authorities, humanitarian research institutes, institutions of higher education.
