President of Tatarstan: "The level of development of civil society is largely determined by the extent of participation of the population to the authority making decisions ..."
These words by R.Minnikhanov sounded on the past Saturday, at the enlarged meeting of the Coordinating Council of public councils under the RT ministries and departments at the Public Chamber of the Republic of Tatarstan.
The very participation of the First Person of the Republic has determined the importance of the issues under discussion at the Public Chamber and Coordination Council - "The role and place of community councils in the development of civil society."
The chairpersons of public councils have been invited for a meeting as well as heads of ministries and departments. In particular, the meeting was attended by RT Minister of Culture Airat Sibagatullin and Chairman of the Public Council under the Ministry of Culture Marsel Taishev.
The session was held in a mode of videoconference connecting all the municipalities of the Tatarstan republic, under the guidance of the Chairman of the Public Chamber of the Republic Anatoly Fomin.
He made a brief, but concise in content, the report on the state of affairs in the republic with the public councils of ministries, departments and municipalities.
At present, there are 30 public councils under the ministries and departments and 43 municipalities created in the republic. Head of the Public Chamber of the Republic pointed out that there is a positive trend of a qualitatively new level of work in public associations. Departmental and municipal public councils currently hold a special place in addressing socio-economic issues of the industry development, territories, have determined on prioritized tasks.
At the same time, the civil society expects from these institutions more active participation in solving important social and economic problems. In particular, in public control over the implementation of national programs, the federal law on public control, decrees by President of Russia and Tatarstan, in monitoring the quality of social services, combating corruption and others.
As a disadvantage, Anatoly Fomin noted that it is not yet an established practice of interdepartmental cooperation between public councils, lack of activity in integrating non-profit organizations in the activities of public associations, including - in small towns and rural areas. Only 17 municipalities have developed SONKO support programs.
Particularly, in a positive way, Anatoly Fomin noted the activities of public councils under five ministries of the republic ( Ministry of Labour, Ministry of Health, Ministry of Education, Ministry of Culture and the Ministry of Youth).
He listed a number of measures, having significantly enhanced the activity of the whole of the public sector in the republic, to ensure the rise of civil society activity.
In this regard, for recent years, Tatarstan has marked increase in the number of public organizations. Today, their number has reached 5500. Of these, more than 3.5 thousand - socially-oriented, non-profit organizations, about 2 thousand - religious organizations.
Considering the situation, the socially-oriented NGOs in Kazan have been donated by space for implementation of their activities and projects. This positive practice of RT Public Chamber proposes to expand and provide a similar platform of NGOs in other municipalities of the republic.
Anatoly Fomin also reported that creation of a Single portal of public organizations is planned, which would enjoy a comprehensive information on the composition, the activities of various NGOs on effective forms of work. Here all the legal information on the legislative regulation of NGO activities, information about grants for NGOs, methodological developments to improve the efficiency of the NGOs and their projects, etc. Of course will be posted, the Portal will become a platform for exchange by NGOs positive experience and work.
In addition, it is expected to create three NGO resource centers - in Kazan, Naberezhnye Chelny and Almetyevsk.
Anatoly Fomin also stressed the importance of a system of grants for NGOs, having developed in the republic, which enables targeted support for the most interesting projects that have the greatest effect and efficiency.
He also noted that nowhere in Russia, except the region of Tatarstan, as of today, there is no competition and awards for contribution to the development of civil society. Meanwhile, this mechanism for the second year is operating in our republic at the initiative of the RT President R.Minnikhanov.
In total, 122 applications (- 81 applications in 2015) have been granted for the period of the competition. Among them: on natural persons - 56, to non-profit organizations - 65 applications.
Speaking at the meeting RT President in his speech also supported the idea of creating the Portal of public organizations and the opening 3 resource NGO centers in the republic.
"Public Councils - important institutions of the civil society, - said Rustam Minnikhanov, - And the integration of heads of Public Council into boards of ministries and departments is definitely a positive thing.
At the same time, we must bear in mind - as it often we were not sure that we are taking good decisions, it is always useful to hear the public voice of the people, to relate our solutions to their opinion. "

The bodies of state and municipal authorities in their activities should be supported by the residents, so it is important to encourage various forms of public involvement of the decisions taken. This largely determines the level of development of the civil society - this is the position of the President of the Republic of Tatarstan.
It is encouraging that public councils of agencies and municipalities reveal their potential as important institutions of the civil society. It is necessary to further expand the form of support for the activities of public councils, socially-oriented non-profit organizations.
Rustam Minnikhanov called the Public Chamber to continue to work closely with community councils, to improve coordination of their activities, to ensure the regular exchange of experience, to make efforts to broaden support for the activities of socially oriented non-profit organizations as a whole, which increases the possibility of more active involvement of civil society in making important decisions. It is also a thoughtful approach to consider the republican law on the Public Chamber and bring it in conformity with the new federal law.
In his speech Tatarstan President also spoke about the upcoming elections of deputies to the State Duma of the Russian Federation. He noted that an important role for the electoral campaign took place in an orderly and constructive way played the representatives of the public, having shown themselves true patriots, speaking for the creative development of the republic, preservation of interethnic peace and accord. He expressed confidence that the public understands - we by our choice determine the country's development in the coming years, and so - on the election day Tatarstan will show activity, and the wisdom of the vote.
Before the award ceremony of laureates by RT President Award for their contribution to the development of civil society institutions in the republic this year, Rustam Minnikhanov said that he was pleased by the level nominated for this award candidates - all the laureates are a good example of public service, and make a significant contribution to the development of civil society institutions .
