To date, the National Library of Tatarstan occupies three buildings adapted in the streets of the Kremlevskaya,  Karl Marx Teatralnaya. The total area of book stacks - 4940 sq. m. The library fund exceeds 3 million. publications. Acceptable standards for storing books exceeded 8 times.

RT Culture Minister also noted that the existing storage conditions threaten the safety of not only the book fund, but the library buildings that are monuments of federal and regional significance.

The issue of constructing a new library building is seen in the republic country from the 60s of the last century. Various building projects and placements   were discussed. In 2007, the Office of Architecture and Urban Planning of the Executive Committee of Kazan  held  an open competition "for the best conceptual design of building block based on the location of the National Library of the Republic of Tatarstan". The winner of the contest was voted   Dutch architect Erick van EgeraAt. In 2008,    by the Resolution  of the head of the Executive Committee of Kazan,  the construction site - the street Nekrasov   was determined.

However, during the detailed consideration of the project contract documents, the author Erick van EgeraAt produced additional conditions, the acceptance of which has significantly increased the cost of design work. Source of funding for this work was not defined, and in 2009 the decision by the Executive Committee of Kazan "On preliminary approval of the location of the buildings of the National Library" was invalidated. Subsequently there were other proposals for the construction of the library.

Last year, the issue was considered  on reconstruction of the NCC "Kazan" aimed at  accommodation  of  the National Library. 4 projects,  costing  from  1 billion. 700 thousand to 2 billion rubles  300 thousand rubles have been proposed. "In other words, the reconstruction of the building would have been more expensive than new construction. Even with a positive decision, the area of libraries in the proposed projects were designed only 2 million. Storage units, while taking into account the need for the development of the library is not less than 5 million  units "- said Ayrat Sibagatullin.

In 2014, following the results of the expanded board of the Ministry of Culture of Tatarstan President,   the Government, the Ministry of Culture, Ministry of Construction and the Mayor of Kazan were instructed  on making coordinated  proposals for the start of construction of  the National Book Depository Library.

Today, the Executive Committee of Kazan  considers  a proposal  by  the Ministry of Culture  on  the possibility of building stacks for the National Library in  Karl Marx Street, on the territory adjacent to the second building of the library. But this does not solve the problem.

Since free land area in the city center for a new library building is not  found, the Minister of Culture of the Republic proposed to use an existing building branch of the Presidential Library n.a. Boris Yeltsin (former building of the Supreme Court). A branch of the Presidential Library  n.a.  Boris Yeltsin, essentially providing a virtual reading room, make a structural division of the National Library of Tatarstan. As  Ayrat Sibagatullin   informed, the Ministry of Culture issued an address  to the President of the Republic requesting support in this matter.

We hope that with the support of the President of the republic, the solution  on the development of the National Library of Tatarstan will be found ", - concluded the Minister of Culture of Tatarstan.
