Olga Lyubimova noted in what “Culture” should be equal to Tatarstan

As part of her working visit to Tatarstan, the Minister of Culture of the Russian Federation Olga Lyubimova talked with representatives of regional and federal media at a press breakfast that took place within the walls of the Kazan Academic Russian Bolshoi Drama Theater. Since 1948, the institution has been named after her great-grandfather, People's Artist of the USSR Vasily Kachalov, who began his career in the Kazan theater. Olga Lyubimova laid flowers at the only monument to Kachalov in Russia, which is located right inside the institution.

In her welcoming speech, the Minister of Culture of the Russian Federation noted that Tatarstan is a region with the richest cultural traditions. And it is important that these traditions invariably find broad support from the leadership of the region. This is reflected in the funding as well. The share of culture in the consolidated budget of Tatarstan last year reached 4.9%.

“Look at the reverent attitude in the republic towards cultural heritage sites, one of the most difficult areas in the work of the ministry,” noted Olga Lyubimova, hinting at the excellent state of the revived island-city of Sviyazhsk, the Great Bulgar, the historical center of Kazan and other sites. - Tatarstan is the region where we practice all our first experiments. Including with regards to the national project "Culture", the first steps in which were very difficult.

Olga Yarilova, Deputy Minister of Culture of the Russian Federation, who was also present at the meeting, noted that all indicators of 13 programs within the framework of the national project "Culture" were fulfilled last year and therefore it was recognized as one of the most effective in the country. Tatarstan also coped with the tasks set and today funding for the implementation of "Culture" is planned in the amount of one billion 600 million rubles - this is one of the largest amounts among the regions allocated by the federal budget. Each year, the ministry clarifies the costs of the national project, since the subjects are promoting all new applications. And we have to check their expediency and priority. The rest in this respect can take an example from the republic, because their quality and efficiency with which the region wants to implement its plans is always amazing.

- From 2021, work will begin on the construction of two cultural development centers in Yelabuga and Zelenodolsk, and a year later - on the construction of a symphony cinema and concert hall in Almetyevsk, - says Olga Yarilova. - 580.12 million rubles were allocated for construction and repair work, of which 249.47 million rubles. from the federal and 330.65 million rubles. from the republican budgets.

According to the Deputy Minister, the federal project "Culture" will be considered successful if it is possible to triple the number of visits to concerts, performances, exhibitions by 2030. However, this also applies to online events.

According to Olga Lyubimova, the ministry did not impose its federal agenda on the regions; they largely decided for themselves what they could pay attention to in the first place. And nevertheless, the department faced huge criticism, they say, why the national project passed by large institutions such as the Tretyakov Gallery ...

- The Russian Museum, the Pushkin Museum is doing well. They have their own activities, - says Lyubimova. - And the fact that for years has not been repaired or restored in the regions - this is exactly the task of "Culture". Finally, it is necessary to pay attention to settlements with a population of up to 2 thousand people. Maybe somewhere to restore the house of culture. I'm not even talking about the problem with small film clubs. A huge number of small towns have been deprived of this pleasure. How many generations have already watched movies on pirated copies, well, or like now, on the Internet, and not on the big screen. The degree of injustice for me is absolutely overwhelming.

Olga Lyubimova noted that there is great interest from the regions in small recreation centers. But most importantly, what happens to the institution after the builders leave? Will a barn castle appear there, or 15 circles? Will people come there, will the older generation have the opportunity to spend time there and preserve the very multinational culture for which this national project is being created? Will it be possible to attract the younger generation as workers to this recreation center? In this respect, the experience of Tatarstan can also be invaluable, since for several years now the republic has been implementing a program for the construction of houses of culture in rural areas.

The Minister of Culture of the Russian Federation noted that the pandemic did not affect the pace of implementation of the federal program, since at this time the regions were just receiving money from the federal budget. And in the spring they held various competitions and tenders for the performance of work.

As for the work of the industry in such difficult conditions, Lyubimova noted that the department is doing everything possible so that theaters, museums and cultural institutions are open based on the epidemiological situation that occurs in the republic.
