Federal journalists appreciated how the national project "Culture" is developing in Tatarstan

15 September 2020, Tuesday

The purpose of the trip is to get acquainted with what is being done in the republic within the framework of the national project "Culture" A group of federal journalists arrived in the region with the same task as part of a press tour organized by the Ministry of Culture of the Russian Federation.

The program turned out to be intense and began in Kazan with a visit to the Saydash cultural center.

The major overhaul, which began in the spring of 2018, is the first in the building's nearly 50-year history. Many palaces of culture built in Soviet times always have one problem: to accommodate new functions in the old volume. Here  it was  managed to preserve the interior, samples of Soviet monumental art. The metal embossing with national patterns  by   artists Kiselev and Efremov was cleaned,  Rustem Kildibekov's mosaic panel "Birds of Paradise"  restored   and the soldered stained glass window "Giving cities" by Viktor Fyodorov on the facade of the building recreated.

But thanks to the reconstruction, sound and video recording studios, an opera studio and a comfortable environment for people with limited mobility on the ground floor appeared in the building. In addition, the old sports hall, which in size did not fit the game of volleyball, was reformatted into a multifunctional dance hall, which became the home for the multiple nominee for the Golden Mask of the Panther chamber ballet.

But the main pride of the Saydash Cultural Center is the 500-seat auditorium, which can host concerts of both opera and pop music. The walls and ceiling were paneled for more than aesthetics. Thus, it was managed to achieve the correct living room acoustics. With the help of these panels, it was possible to simulate acoustics and now you can work in different directions. In order to achieve this effect, consultations on this issue were conducted with the Mariinsky Theater and Valery Gergiev.

“The Saidash Cultural Center  (CC) was repaired within the framework of the federal program“ Renovation, modernization of cultural centers in Kazan, ”says Azat Abzalov, head of the culture department of the capital of Tatarstan. - Costs amounted to about 500 million rubles, including reconstruction and equipment. It became one of six CCs in Kazan, which were also restored and launched in a new format. Thus, we wanted to show the close interaction of local authorities and the Russian Ministry of Culture. For example, the federal agency allocates money to provide art schools with musical instruments, and we create conditions for them to demonstrate their skills in good and comfortable conditions. "

Last year in Tatarstan, within the framework of the national project "Culture", many art schools and music schools received new musical instruments worth 106.4 million rubles. The budget of Tatarstan allocated 44, 7 million rubles for these purposes, the rest of the burden fell on the federal department. This allowed  creation of large  collectives  in the capital of Tatarstan, fully equipped with modern musical instruments. For example, on the basis of the children's music school No. 16 named after Oleg Lundstrem, this year the city consolidated symphonic jazz orchestra was assembled, which is already fully practicing its performances on the stage of the Saydash CC. Journalists from federal publications had the opportunity to enjoy the skills of schoolchildren, given that they began to study at the beginning of this year. The children themselves are very pleased with the sound of the new instruments.

“The guys have the opportunity not only to gain invaluable stage experience, but also to represent the republic and Russia at all kinds of competitions with good sound,” Azat Abzalov noted.

Tatarstan became one of the first regions of Russia to start renovating children's art schools within the framework of the regional project "Cultural Environment" of the national project "Culture". The journalists visited one of them in the city of Zelenodolsk.

Almost 57 million rubles were allocated to renovate the building and classrooms. And here you can see the complex work that is being done in the educational direction. In addition to repairs, the students received new musical instruments worth 7, 594 million rubles, and 40 teachers underwent advanced training at the Centers for Continuous Education.

Thanks to the federal project "Cultural Environment" of the national project "Culture", this year 11 children's art schools, as well as 3 professional educational organizations (Naberezhnye Chelny College of Arts, Almetyevsk Music College named after F.Z. Yarullin, Kazan College of Music named after I.V. Aukhadeeva). For these purposes, 106,384,500 rubles have been allocated. Of these, 61 703 000 rubles. - from the federal budget, 44,681,500 rubles. - from the republican.

The Ministry of Culture of the Russian Federation has already supported applications from 18 objects for the overhaul of children's art schools from Tatarstan. From 2021, work will begin on the construction of two cultural development centers in Yelabuga and Zelenodolsk, and a year later - on the construction of a symphony cinema and concert hall in Almetyevsk. 580.12 million rubles were allocated for construction and repair work, of which 249.47 million rubles  from the federal and 330.65 million rubles  from the republican budgets.

Another of the objects within the framework of the press tour to Tatarstan was the National Gallery "Khazine" of the Pushkin Museum of Fine Arts.

There, within the framework of the regional project "Digital Culture" of the national project "Culture", the region's first virtual exposition Artefact (Artefact), a multimedia guide with augmented reality on the exhibits and paintings of the museum, has been implemented and is operating. Today, everyone can download an application to their phone and travel around the museum without a guide. Using geolocation or special marks, the virtual guide unmistakably determines which exhibit you are heading to, and briefly, in an interesting way, tells about it. With the help of this application in Tatarstan, for example, it will be possible not only to learn the history of a work of art, but also to see how the painting was restored

“If earlier visitors were not allowed to take pictures of exhibits or even use telephones in the halls, now, on the contrary, it will only be welcome,” noted  director of the institution, Rozalia Nurgaleeva. “You just need to buy a ticket, and a free lecture will be waiting for you on your phone.

This year, multimedia guides have been created on the Artefact platform for the expositions of the State Museum of Fine Arts of Tatarstan and the Museum of Islamic Culture of the Kazan Kremlin Museum-Reserve.

The virtual collection includes 34 paintings, which are permanently exhibited in its divisions - the National Art Gallery "Khazine" and the Gallery of Contemporary Art. In particular, among the exhibits there are such masterpieces of portrait painting as “Tukai” by Haris Yakupov, “Katenka” and “Varya Adoratskaya” by Nikolai Feshin, as well as abstract painting ─ “Improvisation 34” by Wassily Kandinsky.

Later, at a meeting on culture under  President of Tatarstan, Olga Lyubimova noted that Tatarstan is a reliable partner who actively participates in new projects of the ministry as a pilot region.

- In addition, the region is among the leaders in the implementation of modern technologies in culture, in the digital development of the industry. Therefore, we made a decision from next year to create on the basis of the Kazan State Institute of Culture a Center for continuing education and advanced training in the direction of "Information technology".
