Abstracts of the speech by Minister of Culture of the Russian Federation Olga Lyubimova at the meeting of the Council for Culture and Art under President of the Republic of Tatarstan

Today, September 15, a meeting of the Council for Culture and Arts under  President of the Republic of Tatarstan was held, at which  Minister of Culture of the Russian Federation Olga Lyubimova spoke.

Olga Lyubimova: “Tatarstan is a region with the richest cultural traditions. Tatar literature has a thousand-year history. The local drama theater, which emerged at the beginning of the 20th century, managed to establish itself as an original artistic phenomenon - with its own aesthetics, drama, acting and directing schools. The international festivals held here are widely known: F.I.Shalyapin, classical ballet. R. Nuriev, theater festival of Turkic peoples "Nauruz", Kazan international festival of Muslim cinema and others.

 

It is important that these traditions invariably find broad support from  leadership of the region. The very fact of the creation of the Council  on culture and art under  President of the Republic confirms that culture is a priority.

This is reflected in the funding as well. Share of culture  in the consolidated budget of Tatarstan last year reached  4.9%. One of the highest rates in the country. Every year in the region the level of  average salary of workers of cultural institutions is growing. At the end of the first half of the year, it exceeded   34 thousand rubles. This is the first place in the Volga Federal District.

Now large-scale cultural projects are being implemented in the republic. Rural recreation centers are being built, clubs and libraries are being renovated, and museum complexes are being created and restored. And from this year, a program for the renovation of educational institutions has begun.

But, of course, one of the most ambitious and complex projects - "Cultural heritage - the island-town of Sviyazhsk and the ancient Bolgar". In 2010, the initiative of the First President of the Republic, Mintimer Sharipovich Shaimiev, was supported by  President of our country, Vladimir Vladimirovich Putin. This project has become unprecedented in scale, and as a result of its implementation, two more cultural heritage sites appeared on the map of Russia, included in the UNESCO World Heritage List. The total financing of the project amounted to almost 7 billion rubles (6 889 373, 253 thousand rubles).

In the course of the project implementation, 59 objects were restored, 28 new museum sites were created.

It became clear that investing in the future is always worthwhile. The attendance of Bolgar in 2019 compared to 2010 increased more than 20 times, Sviyazhsk - 32 times and amounted to more than a million people.

I would like to separately thank  leadership of the region for the impeccable implementation of the activities of the national project "Culture". At the end of 2019, all the tasks and targets were achieved.

More than 70 objects have been built and overhauled, 3 model libraries, 5 virtual concert halls, 6 cinemas have already been opened, large-scale festivals and inter-museum exhibition projects have been held.

This year we are carrying out overhaul of the Puppet Theater in Naberezhnye Chelny. We are also starting  overhaul of children's art schools: 18 objects of Tatarstan have already supported. From 2021, work will begin on  construction of two cultural development centers in Yelabuga and Zelenodolsk, and a year later - on the construction of a symphony cinema and concert hall in Almetyevsk.

Tatarstan is always a reliable partner that actively participates in our new projects as a pilot region. The government of the republic rendered invaluable assistance in the process of developing a methodology for calculating the target indicators of the national project. Tatarstan became a pilot region in the implementation of the Culture for Schoolchildren project. From the very first year, it joined  implementation of the children's tourism program "My Russia".

In addition, the region is among the leaders in  introduction of modern technologies in culture, in  digital development of the industry. Therefore, we made a decision from next year to create on the basis of the Kazan State Institute of Culture a center for continuing education and advanced training in the direction of "Information technology".

We see what role the cultural sector plays in modern life, intertwining with almost all spheres of activity. It is no coincidence that it was included in the list of national priorities, noted among the national goals. The country's leadership sets ambitious goals to increase opportunities for self-realization and development of talents, attendance at specialized institutions, and the availability of cultural services.

But achieving national goals would not have been possible without regional support. Today, many issues dictate the need for discussion directly on the ground - by  leadership of the subjects with  involvement of the professional community, creative intelligentsia. After all, cultural figures, like no one else, feel the connection of times and understand the value of cultural heritage. The President said that Russia's strength lies in its multinationality. It also makes our culture great.

And in this respect, Tatarstan is an impeccable example of how to preserve and develop rich traditions. It is no coincidence that your workers of culture and art have repeatedly become laureates of the Government Prize. Quite recently Mintimer Sharipovich Shaimiev was awarded it. Congratulations again.
