Today the Minister of Culture of the Republic of Tatarstan Ayrat Sibagatullin spoke at the session of the 17th session of the Kazan City Duma of the third convocation.
According to Ayrat Sibagatullin, the development of culture is the most important direction of the state policy of the Republic of Tatarstan. "Our joint work with municipal entities is being built within the framework of the Strategy 2030 of the Russian Federation and the Republic of Tatarstan, as well as the Fundamentals of the State Cultural Policy of the Russian Federation, federal and republican legislation on culture adopted at the federal level. The main goal of the development of culture is the formation of human capital, that is, creative, highly educated, competitive people - residents of the republic through their involvement in culture, "he said.
As of January 1, 2017, there are 3,821 cultural institutions in the republic, of which over 95 percent are municipal institutions. The number of employees in the sphere of culture is more than 20 thousand people, 72% of them work in municipal institutions.
"Therefore, the Ministry of Culture of the Republic of Tatarstan regards the support and stimulation of the activities of the cultural institutions of the republic's municipalities as a strategic priority of the state policy in the sphere of culture, which ensures the possibility of self-realization of the creative abilities of the population and the preservation of culture in general," said Airat Sibagatullin.
Today, the republic is implementing a large-scale program for the construction and major overhaul of cultural leisure facilities in all municipalities of the republic, including Kazan. If, according to federal statistics, in Russia in 1990 - 2014 the number of cultural and leisure centers decreased from 73 thousand to 36 thousand, then at our expense from the republican budget, starting from 2012, 226 clubs have already been built, and since 2015 it has been renovated - 69. Within the framework of the program, 6 houses of culture with a capacity of 1,760 places were built within the framework of the program in the residential areas of the city of Kazan in 2012-2016, including in residential areas Severny (280 places), Voznesenie (300 places), Kadyshevo (300 places), Krasnaya Gorka (300 seats), Nagorny (300 seats), Mirny (300 beds), major repairs were made in DK Polymer in the Moscow region of Kazan (360 seats) for a total of 99,447.25 thousand rubles.
In Tatarstan, there are 1960 institutions of cultural-leisure type. Only in 2016 in the republic 45 cultural facilities have been opened with a total funding of 287.43 million rubles. 5 objects have been constructed within the framework of the implementation of measures of the federal target program "Sustainable development of rural areas (68.6 million rubles), 43 cultural facilities (337.44 million rubles) have been capitally repaired.
According to the Minister, in 2017, 31 cultural projects are planned to be built for a total of 274.9 million rubles, overhaul of 44 facilities with a financing volume of 338.2 million rubles. According to the city of Kazan, this list included the construction of a multifunctional center in the residential area of Otari the Privolzhsky district of Kazan, with a capacity of 300 seats for a total of 17.8 million rubles. And within the framework of the program of capital repairs of cultural institutions for repair of the KDK named after Lenin additionally allocated 346 million rubles, CTS "Moskovsky" over 119 million rubles.
