Having accepted the title of Cultural Capital of the Turkic world, Kazan is preparing to welcome guests from all over the Turkic world. March 21, 2014, at a ceremony in Eskisehir, symbols of the cultural capital of the Turkic world were handed over to the Minister of Culture of the Republic of Tatarstan Airat Sibagatullina and deputy head of the Committee of Kazan Leila Fazleeva.
Kazan’s proposal to declare 2014 the cultural capital of the Turkic world first was sounded by the President of Tatarstan Rustam Minnikhanov during his visit to the headquarters of TURKSOI-IOTC during the visit to Turkey in May 2012. In September of the same year, the ministers of culture of Turkic-speaking countries, meeting in Ufa, at the regular session of the Permanent Council of TURKSOI, unanimously supported this initiative.
Since the beginning of 2013 Tatarstan has been preparing for this important event. It is important that the year 2014 declared in Russia and the Republic of Tatarstan the Year of Culture, which had been inaugurated in Kazan by the Minister of Culture of Russia Vladimir Medinsky and Prime Minister of Tatarstan Ildar Khalikov. Throughout the year, in Tatarstan, numerous cultural forums, festivals and concerts are assumed. Therefore Program "Kazan - Cultural Capital of the Turkic world in 2014 " was prepared taking into account the rich cultural life of the city. It gives attention to the traditional activities to be hold by cultural institutions of the republic under the auspices of the Year, and the activities supported by the State and included in the action plan of the official program.
Primarily, this inauguration of the Year "Kazan - the cultural capital of the Turkic world - 2014" to be held in Kazan on April 26 - the birthday of the great Tatar poet G. Tukai. This day is traditionally celebrated as a day of the native language and poetry in the republic. According to longstanding tradition, this day will begin with theatrical performances in the streets and squares of the city, poetical readings at the monument of G.Tukay, laying flowers. The opening ceremony of the Year and Gala Concert will take place at 17.00 at the M. Jalil State Opera and Ballet Theatre. The ceremony will be attended by the Secretary-General of the International Organization of Turkic Culture ( TURKSOI -IOTC ) Dyusen Kaseinov. the delegation from Eskisehir province headed by the Governor, chairman of the agency "Eskisehir - the cultural capital of the Turkic world" Azim Tuna Güngör , General Director of the Research Centre for Islamic History, Art and Culture ( IRCIHC ) Halit Eren, Chairman of the Union of Municipalities of the Turkic world, Kojaeli, Mayor İbrahim Karaosmanoglu, Republic of Turkey , as well as ambassadors accredited in Moscow and culture ministers of the TUKSOI member countries.
During the year, scientific forums , meetings of artists, festivals and exhibitions will be held in Kazan. It is worth to condier them more detailed.
May 13-15, the Kazan Federal University will host the International Symposium "Outstanding educators of the Turkic world: Mehmet Akif Ersoy and Gabdulla Tukaj " to be arranged by the Kazan Federal University, National Library of the Republic of Tatarstan, scientific and public organizations .
June 2-8, 2014, scheduled III Theater Educational Festival (Forum) under the auspices of the International Theatre Festival of Turkic peoples "Nouruz ". This festival traditionally has been held in Kazan since 1998, gathering many theater groups from Turkic-speaking countries and regions. Forum, is held under umbrella of the festival, it includes meetings with actors and master classes by venerable directors, performances and more. Along with the Forum, these days International Board of Directors of Turkish theaters, held annually by IOTC, will take place in Kazan.
In the Republic of Tatarstan, a lot of attention is paid to the preservation of intangible heritage , and the past years, 4th workshop on intangible cultural heritage ( Arsk, Kazan, 2011) and the Festival of leatherworking in Turkic world ( Yelabuga , 2012 ) organized by the Ministry of Culture of the Republic of Tatarstan jointly with TURKSOI have already been held. This year, within the All-Russian Festival of Tatar folklore "Tugerek uen", International scientific - practical conference "intangible cultural heritage of the Turkic peoples as object of preservation" (June 16-19, 2014), which invites experts from many countries will be held.
II Festival "Leatherworking in the Turkic world " will run September 15-19, at the National Museum of the Republic of Tatarstan , the festival will gather again craftsmen and national artists from the IOTC countries, master classes will be shown, a scientific symposium , dedicated to the preservation and development of the unique ways of artistic treatment of the skin by various Turkic peoples will be held.
Already has become a tradition IOTC’s International sculpture symposium. The following meeting of sculptors of the Turkic countries, who will jointly create sculptures of stone will take place at the Kazan Kremlin in June, 2014.
July 22, the National Museum of the Republic of Tatarstan will open exposition dedicated to Tatar writer, journalist, publisher and politicians Gayaz Ishaki.
VII Bulgarian forum, included in the program of the Year is a meeting of scientists and public figures on topical issues of the study of the archaeological heritage, history, culture and religion. The Forum is held under the patronage of the First President of Tatarstan. The forum, which will be held in Kazan in August 2014, planned seminars "Experience of protection of monuments in the Turkic world "; "The Turkic - Slavic symbiosis as the basis of the Eurasian integration ." VI Bulgarian forum was held in 2013 in the Crimea.
Kazan International Muslim Film Festival, September 5-11, already 10 th time will bring together filmmakers from different countries. The festival has a vast audience of admirers in Tatarstan. Within the festival a "Round Table" of filmmakers from member countries of the International Organization of Turkic Culture (IOTC).
Ministry of Culture of the Republic of Tatarstan, Institute of Language, Literature and Art n.a. G. Ibragimov, Kazan State Conservatory n.a. N.Zhiganov will carry out September 23-25 International scientific-practical conference "Origins and evolution of music and literature of Turkic peoples." The event provides release of conference materials, as well as publishing an illustrated encyclopedia on the topic of the forum.
Rich autumn program will decorate the Year by Music Festival "Turkic world", which gathers at the S. Saidash Grand Concert Hall best creative groups and soloists from different countries (3-5 October). The festival concerts will feature works by composers of the Turkic world.
In autumn, the Exhibition Hall "Manezh" of State Museum " Kazan Kremlin" will host the exhibition titled "A common language - a sign”, preparation to which is held on the basis of its unique collections by leading Russian Ethnographic Museum (St. Petersburg ). Exhibition project will present thematic complexes "Traditional dress", "Dwelling", "Children", "Arts and crafts", "Beliefs", vividly illustrating cultural and community features of the Turkic peoples . More than 250 exhibits from the Russian Ethnographic Museum show full of life and culture of the Turkic peoples: from construction and equipping homes to sports games and entertainment.
Results of saturated official program of the Year will be summed up on November 12, at XXXII Regular Permanent Council , which will gather in Kazan culture ministers of IOTC members. The Permanent Council will consider current issues of international organizations, adopt a program for 2015.
