The session of the Ministry of Culture of the Republic of Tatarstan on the theme "The work of NCOs in information space - ways to improve efficiency"

The discussion of the stated topic was held at the initiative of the Public Chamber of the Republic of Tatarstan at a meeting of one of the 9 thematic sections that are planned within the framework of the IV Forum of Socially-oriented Non-Commercial  Organizations(NCO) .

Representatives of NCOs, RT   Public Chamber of, Public Councils of ministries and departments, mass media, SMM professionals, as well as representatives of state structures took part in the discussion.

The moderator of the discussion was  chairman of the Commission of the Public Chamber of the Republic of Tatarstan on culture and interaction with the media, Lyalya Bikchentaeva.

Briefly pointing out the importance of interaction of NPOs with the mass media and existing problems in this area, she gave the floor to Deputy Head of the Republican Agency for Press and Mass Communications Tatmedia, Ildar Mirgalimov.

Ildar Mirgalimov noted that media representatives are ready to work together for the benefit of the society and are open for cooperation with NCOs. On the websites of the agency and publications there are available contacts, which you can contact. Deputy head of the agency assured that no one will be left without an answer.

At the same time, with the abundance of information coming from everywhere to the agency and the editions subordinate to it, they, as a rule, react primarily to information that demonstrates its great social significance. "Therefore," said Ildar Mirgalimov, "this should be a road with a two-way movement, where NCOs inviting journalists to cooperate should have  convincing arguments about the significance of their material, events, problems ..."

As an example of such cooperation, he cited the holding of a contest for the best coverage of activities of socially-oriented non-profit organizations, which was held in 2017 with the support of the  RT Cabinet of Ministers  and  Public Chamber of the Republic. A total of 456 works were submitted for the contest from 58 media representatives and 25 from the NCOs of the republic.

 "The media and non-profit organizations are team-mates,"  Deputy Head of the Tatmedia agency summarized with reassurance.

The future will show how much this statement will be implemented by one of the leaders of the state republican structure exercising powers on issues of state administration in the field of the press and mass communications.

Meanwhile, during the discussion on the topic of informational support for the work of non-profit organizations, the participants of the section repeatedly raised the issue  of  lack of due attention to the activities of NCOs from both the republican and municipal media.

In this case, it should pay attention to both the leaders of "Tatmedia" and the NCO to the fact that in the first two paragraphs of paragraph 3.3. The provisions on the Republican Agency "Tatmedia" expressly state that the Agency, within its competence, exercises powers to increase the role of the media in  formation of civil society and the dissemination of socially significant information.

To a large extent these tasks are financed from the state budget both by Tatmedia Agency and a number of print and electronic media, including individual republic and municipal television companies.

Speaking during the discussion,  director of the content bureau "Good Story" Ruslan Sirazetdinov and  editor-in-chief of the Internet publication "Kazan First" Kirill Shlykov were unanimous in that representatives of NCOs should establish direct contacts with specific journalists who work in topics close to the profile of the activity this or that NCO. Not the company works with the company, but specific people - with people. This will significantly enhance the effectiveness of interaction between NCOs and the media.

They also suggested that NCOs use the Telegram system more actively, which allows to work more quickly with information and contacts with the media. Moreover, when sending press releases to the media, the most important thing in the information should be printed in the first paragraph.

Kirill Shlykov also drew the attention of NCO representatives to the fact that it is local media that often lacks new topics, content - and this could be reasonably used by non-profit organizations, using this site actively and filling social content with local information.

He also strongly recommended that the social networks be used as an effective and promising information resource for covering their activities.

With this, apparently, we should agree with the growing popularity of social networks. Moreover, the time has come when often the population receives news and other information more quickly through social networks than through official media. It is only necessary to correctly determine the choice of social networks, taking into account the main segment in which NCOs are interested.

At the same time, this does not detract from the importance of interaction of NCOs with official media, since one of the most important tasks here is to draw the attention of those who have authority to a situation that requires state intervention. Moreover, one must bear in mind that many civil servants are not present in social networks.

Timur Safin, chairman of the Public Movement "Our Business" and a member of  Public Chamber of the Republic of Tatarstan, focused on the topic of raising funds with the support of the media and new information technologies for  implementation of socially significant projects by non-profit organizations.

Interesting, with sincere interest to help representatives of NCOs, Lilia Galimova, editor of the Vesti-Tatarstan State TV and Radio Company, made a speech.

She gave non-profit organizations some practical advice, in which television responds to calls by NCOs to cover an event, supported the point of view of its colleagues in the shop that it is desirable to go out to specific journalists who are carrying out the relevant programs, which significantly reduces the path of socio- significant information from NCOs to society. Moreover, you can send video to the TV.

Head of the press service of the Resource Center of Civil Society Institutions "Perspective" in Naberezhnye Chelny, Dinara Chepigina shared her experience of working with the NCO region, covering its activities in 22 districts of the republic. The Resource Center carries out significant work to support all sectors aimed at the development of civil society, organizes training and methodological seminars and discussion platforms, involving actively non-profit organizations.

As a journalist, Dinara emphasizes the severity of the problem of media activity of NCOs, insists that NCO employees themselves should learn how to submit their information sent to the media.

One can not but agree that this is desirable. However, by no means all of those who are remarkably, very successfully conduct a colossal and very important work within the framework of NCO, have the talent to express it effectively in writing or orally, which does not detract from the significance of the activity of NCOs.

Therefore, in turn, the media, as well as individual journalists, should, first, have a professional flair for meaningful event. And secondly, it is journalists who professionally own the pen who make a significant event truly socially significant in the public information space.

Perhaps it would make sense to go to Tatmedia Agency with a proposal once a quarter on its site, or the site of the IA "Tatar-Inform", with the invitation of a large number of journalists from different media, organize a presentation by 5-7 NCOs of the republic conducting most significant work.

Considering the growing number of NCOs in the republic, this variant of cooperation, to some extent, would help to build guidelines for the media and show the society the best examples of NCOs.

Chairman of the Commission on Interethnic and Inter-Confessional Relations of  Public Chamber of the Republic of Tatarstan  Agapov Oleg Dmitrievich took part in the work of the section. He stressed the importance of the activities of Tatarstan NCOs in solving many problems, including those that the state must solve, but for which it sometimes lacks resources.

He called on the media to pay more attention to the activities of NCOs, their specific projects so that the society was informed and aware of the importance of tasks and problems solved by NCOs, so that the NGO actively grew both moral and fully objective support from the community.

In this connection, I would like to note once again that the section on the part of the NCO representatives present was given two tasks that they see in terms of the results of interaction with the media. First, informing about the current work of NCOs and the progress of projects they are working on. Secondly, the solution of the problem of raising funds for  implementation of socially significant projects.

At the same time, the speakers did not find the proper reflection of another important task, which many NCOs are working on - not just talk about their work, but through the media to raise a socially significant problem, to attract the attention of those whose authority is to make appropriate decisions. And this is a fundamentally important task, where it is difficult to do without the support of official media.

In conclusion, the participants of the discussion were guests from Perm, who presented their program related to socially significant activities of non-profit organizations.

I remind l that a panel discussion on the topic "The work of NCOs in the information space - ways to improve efficiency" was held in the framework of the IV Republican Forum of Socially-oriented Non-Profit Organizations (SONCO), scheduled to be held in Kazan in December 2017.
