13 April 2017, Thursday

A  large-scale forum organized by the Republican Center for Development of Traditional Culture and  Kazan State Conservatory named after N.G. Zhiganov is held with  assistance of  Ministry of Culture of the Republic of Tatarstan and the Russian Foundation for Basic Research. Its main goal is to activate  humanities scientists to solve the problems of language, folklore, ethnography, ethnomusicology, literature, history, socio-cultural and socio-political development of the Turkic-speaking peoples in a context of spiritual and cultural consolidation. The conference has   brought together scientists from scientific centers, university teachers, heads of cultural centers, representatives of foreign countries (Turkey, Azerbaijan, Kazakhstan, Tajikistan, Uzbekistan, Kyrgyzstan) and regions of the Russian Federation (Republic of Chuvashia, Republic of Bashkortostan, Republic of Sakha (Yakutia), Karachay-Cherkessia Republic, Altai Republic, Republic of Dagestan, Kabardino-Balkarian Republic, Republic of Crimea).

Minister of Culture of the Republic of Tatarstan Airat Sibagatullin and the Consul General of the Republic of Turkey in Kazan Turhan Dilmach attended a plenary session that took place today in the Ministry of Culture of the Republic of Tatarstan.

"Today, we do not accidentally pay so serious attention to the problems of traditional culture. In the age of rapid globalization processes, when the values of cultural diversity and self-identification of peoples are being leveled, the phenomena of traditional culture acquire social, economic, cultural, political significance, "Airat Sibagatullin emphasized.

"Today we proudly call the Republic of Tatarstan a region of consent, peaceful coexistence of representatives of different nationalities and faiths. Over the past 20 years, national calendar holidays of the spring-summer cycle have been celebrated annually on the territory of Tatarstan, such as the Karavon of Russia, the Sabantuy of Tatar, Semyk of Mari, Gyron Bydton of the Udmurt, Uyav Chuvash, Baltai Mordovian peoples and Pitrau Kryashens. All these holidays have become a kind of cultural brands of our Republic. In addition, over the past four years, the Ministry of Culture of our Republic has seriously intensified its work on issues related to intangible cultural heritage sites. Starting in 2015, the draft law "On  Intangible Cultural Heritage of the Republic of Tatarstan" was prepared, which had  been  submitted to the State Council of our Republic at the end of 2016. This draft law received the support of  President of the Republic of Tatarstan, and we hope that in 2017 the law will be adopted and in 2018 will enter into force. This will undoubtedly will  become a new impetus in  study, preservation, actualization, development of the phenomena of the traditional culture of the peoples of Tatarstan and the Turkic peoples, including, " Minister of Culture noted.

After lunch, the conference continued  its work  on sections:

Section 1. Material and spiritual culture of the Turkic peoples.
