Airat Sibagatullin: "Culture of Tatarstan recognized as one of the largest and fastest growing sectors of the social sphere"

At the  Tatar State Philharmonic Society named after G. Tukai a  final board meeting of the Ministry of Culture of the Republic of Tatarstan took place.

The work of the board has been  attended by Chairman of Tatarstan State Council Farid Mukhametshin, Russia's permanent representative to UNESCO Eleonora Mitrofanova, Chief Federal Inspector in the Republic of Tatarstan Renat Timerzyanov, Deputy Prime Minister of the Republic Tatarstan  Vasil Shaykhraziev, Deputy of Russian State Duma Ildar Gilmutdinov, Chairman of the Council of municipalities of Tatarstan Minsagit Shakirov.

Heads of state and municipal authorities of the republic, heads of territorial bodies of federal authorities, RT State Council deputies, representatives of public organizations and the trade union of workers of culture, heads of the republican and municipal institutions of culture and art  were invited  for the meeting.

The  report "On results of activity of the Ministry of Culture of the Republic of Tatarstan in 2016 and tasks for 2017"   has been  presented by the RT Minister of Culture Airat Sibagatullin.

His report Airat Sibagatulllin began by summarizing the financial results. Consolidated budget expenditures in sector amounted to 14 billion 905 million rubles (2015 -.. 10 billion 109 million rubles), including 10 billion 916 million rubles (2015 -. 6 billion 186 million rubles) at the expense of the republican budget of 3 billion 989 million rubles (2015 - 3 billion 923 million rubles.) - from the municipal budgets. Serious growth of public funds is  associated with capital investments amounting to 7 billion 222 million rubles. In total, according to the agency costs amounted to 3 billion 800 million rubles, of which 56 percent were accrued for maintaining  61 subordinate institutions.

His speech   the Minister continued by announcing  major achievements in 2016 -  the Year of cinema. Measures have been taken to strengthen the material-technical base of cinema institutions. In general, for  development of cinematography   it was directed  140 million 691 thousand rubles, of which 58 million 672 thousand rubles of federal funds - to equip the modern facilities of 12 municipal cinema halls. Also,   new cinema equipment  received  5 village cinema clubs  built under  the federal target program "Sustainable development of rural territories." A large number of events - film festivals, movie screenings in the open air, the action "Night at the cinema"  cinema displayes have been held. A major success Airat Sibagatullin called  domestic  release  for commercial cinemas of   Tatarstan-made film  "Family trouble". Tatarstan is a region where provision by cinema institutions makes up  94.5 percent, operating 94 points of cinema in the republic  (including 21 private cinemas), almost all the municipalities stationary film screening is carrie out.

"The results of the Year of the cinema showed a positive trend in the development of national cinema -  in the field of film production, training, strengthening the material-technical base. This active work will continue in 2017 ", - said Airat Sibagatullin.

Positive dynamics in the past year have demonstrated the museums, theaters and libraries of the republic.  Number of museum visitors has increased by 35 percent,  in absolute value  it  is 5.873 million people, and it is a record figure for the last 20 years. Number of spectators to  state theatre reached  the mark of 1 million people, while the growth of the rural audience has grown more than 19 percent. "It is encouraging that the number of visits to libraries, with the general problem of the loss of the culture of reading is stable (an increase of 0.02%), lending  of books  increased by almost 6 percent," - said the Minister of Culture.

An important event in the cultural life  Airat Sibagatulin called the inclusion of works by  Tatar literature in the  Anthology of modern poetry, children's literature and prose of  Russian peoples. Selection of literary works was  studied   by Editorial Board chaired by the President of the State Council Farid Mukhametshin. "We consider it appropriate to include the study of the works of Tatar literature in translation in the school curriculum, for the Tatar literature entered the world of Russian-speaking students," - said Airat Sibagatullin and appealed to the Union of Writers of the Republic with a proposal to organize this work.

Much attention in 2016 was paid to the preservation, promotion and state protection of cultural heritage in the Republic of Tatarstan. The amount of funds allocated for works on preservation of historical and cultural monuments of the republican budget in the reporting year amounted to almost 2.8 billion rubles, which is 4.5 times the volume of 2015. The work on the conservation of 70 monuments, including 9 objects restoration is complete.

One of the most important areas of work Airat Sibagatullin called  realization of complex project "Cultural heritage of Tatarstan: the island-town Sviyazhsk and ancient Bolgar". In 2016, the project carried out restoration works at 19 objects of cultural heritage. "Integrated project for 6 years, is implemented by the Republican fund of revival of monuments of history and culture under the leadership of the first President of the State Advisor of the Republic of Tatarstan Mintimer Shaimiev, has become a model of integration between public authorities at all levels and the business community in the sphere of material and spiritual heritage of preservation  for the whole of Russia ", - the minister said.

The  year 2016 was marked by the beginning of the implementation of the Decree of the President of the Republic of Tatarstan "On the establishment of the Bolgarian Academy of Islam and the reconstruction of the Cathedral of the Kazan Icon of the Mother of God."

Durng the accounting   year, the  work has been done  implementing  the Convention   in the Republic of Tatarstan: nomination  "Cathedral of the Assumption at  the island-town Sviyazhsk" was  introduced to the UNESCO,  the management plan of the Bolgarian historical and archaeological complex approve,  developed and submitted to the UNESCO World Heritage Centre reports on the impact assessment on  construction of the Bolgarian Academy of Islam on the outstanding universal value of the Bolgarian historical and archaeological complex and reconstruction of the Cathedral of the Kazan icon of the Mother of God at the Kazan Kremlin complex.

In the year of the 130th anniversary of the birth of G. Tukai, a special attention was given to museums related to the life and work of the great poet. Repair and restoration works were carried out  in the territory of the museum complex of G. Tukai in the  Arsk region ( 23 million 135 thousand rubles allocated). After  restoration and reconstruction  the Literary-Memorial Museum of Gorky opened, his museum exposition updated.  The works commenced  on creation of the House of Tatar book with the memorial museum-apartment of Sharif Kamal. Qualitative changes are expected in S.Saydasheva museum. In connection with the preparation for the celebration of the 100th anniversary of Tatarstan, Minister of Culture asked  Chairman of the State Council Farid Mukhametshin to support the project to create a permanent exhibition at the National Museum of the Republic of Tatarstan devoted to a century of Tatarstan.

Separately, Minister of Culture dwelt on the issue of material and technical condition of municipal museums. Of the 99 buildings occupied by the municipal museums, almost 25 percent are either in disrepair or in need of major repairs. Few museums in the districts meet regulatory standards, which are able to ensure proper storage of museum exhibits in the funds and the effective exposure in the exhibition halls. "This question requires an operational problem solving and collaborative system of work of state and municipal authorities," -  Airat Sibagatullin said.

Announced this year  the  Year of  Environment in Russia and the Year of ecology and public spaces in Tatarstan, according to the minister,  is in tune with the culture sector, since the culture is often  called  " The ecology of  soul." "Tatarstan culture - a unique ecosystem of traditions and innovations, and to preserve this ecosystem, to give a new impetus to its development - our objective", - these words by  Airat Sibagatullin completed his report.

 Head of the parliament of the republic as a whole gave a positive assessment of the ministry, noting, however, that there is a problem and issues that need to work. Particular attention    Farid Mukhametshin paid to  the development of culture in the countryside. "Cultural development of the village - one of the main directions of our work - Farid Mukhametshin emphasized - that the village   keeps the  center of national culture, traditions and customs of the people."

He also urged to speed up the  work in rural clubs, "Stuff  with content, be active, intrusive. We need to preserve the cultural center in the village, then people will not move to the city. " As the main task for the near future Farid Mukhametshin outlined the development of the cultural sphere of the village.

One of the important tasks of the Ministry of Culture Head of the parliament  called the preservation of the cultural heritage of Tatarstan. Just last year, it has been issued 102 permits for works on preservation of cultural heritage. "I have 100 per cent confidence that they will be recovered, - said Farid Mukhametshin, - then our culture will become even richer."

Permanent Representative of Russia to UNESCO Eleonora Mitrofanova was awarded the Order "Duslyk". Farid Mukhametshin said that Eleanora Mitrofanova  has done a lot for the culture of Tatarstan: "Her understanding and support helped us to get the status of a UNESCO World Heritage Site for the Kazan Kremlin and Bolgar."

Awards were   received by  the most distinguished employees of the culture industry. Municipal districts   became holders of mobile cinema complexes. The work of the three departments of culture was   awarded  by  money certificates.
