Public hearings on the national project "Culture" took place in Kazan

As part of the national project in Tatarstan, three regional projects have been created: “Cultural environment”, “Creative people” and “Digital culture”

The Minister of Culture of the Republic of Tatarstan Irada Ayupova,  Deputy Chairman of the State Council of the Republic of Tatarstan,  head of the working group on monitoring the implementation of national projects, a member of the United Russia faction Tatiana Larionova, representatives of municipal districts, cultural institutions involved in the implementation of the national project Culture attraction of funds from the federal budget in 2019, participants of regional projects, representatives of public organizations of culture and the media took part.

As Irada Ayupova noted, in order to strengthen civic identity, create conditions for nurturing and preserving cultural heritage and ensuring citizens' access to cultural values ​​in Tatarstan, three regional projects have been created: “Cultural Environment”, “Creative People” and “Digital Culture”.

 

Thus, in 2019, according to the regional project “Cultural Environment”, it is planned: construction and overhaul of 64 cultural objects, including  construction of 3 rural houses of culture according to standard projects involving the federal budget, 61 institutions (construction of 21 multifunctional centers (rural clubs) and overhaul of 40 municipal cultural facilities) at the expense of the republican budget, the creation of two model municipal libraries in Zelenodolsk and Kukmor districts, and equipping 6 cinema halls.  Tenders were held for three facilities under construction with the involvement of federal funds. After  conclusion of the state contracts,  the start of construction will be carried out weekly photo monitoring on-site.

Tatiana Larionova recalled that the citizens themselves can control the work at the sites. In June, the project “National Projects. Photocontrol - 2019 ”, with the help of which anyone can send current photos of objects online.

“Since January of this year, 90% of the allocated funds have already been spent. This is a high figure. But there are objects that are at risk. Therefore, once again I want to note the role of deputies in monitoring the situation. The summer period is the most favorable for construction work, we should not miss it, ”she noted.

According to the “Creative People” project, the largest number of events is planned - 13. Most of them are implemented at the expense of the republican budget on terms of grant support.

“And here the permanent activity of cultural institutions, creative teams and NGOs, cultural figures, including young people to quickly respond to grant announcements, form applications and manage to implement supported projects by the end of the year, ”said Minister of Culture of the Republic of Tatarstan Irada Ayupova.

These are children's competitions, international festivals, exhibition projects, training of cultural industry specialists, support for youth creative projects, volunteer initiatives, allocation of grants for amateur creative teams. So, literally this week, the project “Master yard of the city of Elabuga” will take place, supported as a project by  non-profit organization of the Planet of Kindness Foundation and conducted jointly with the Elabuga Museum-Reserve.

“Of the 7 events planned for 2019 under the Creative People project, they have been  actually implemented,” stated Irada Ayupova, “an application was sent to participate in the festival of amateur creative teams with awarding grants to the best teams, children's art festivals were held, 750 cultural workers were trained at the Institute additional professional education (advanced training) of workers in the socio-cultural sphere and art, 3 large-scale festival projects have been implemented, 2 exhibition projects have been organized oral and regional museums on the cultural values ​​of the peoples of Russia, 2 applications were sent from non-profit organizations to receive grants for implementation of all-Russian and international creative projects in the field of musical and theatrical art, and 1 application from non-profit organizations to receive grants for  implementation of creative projects aimed at strengthening Russian civil identity based on the spiritual, moral and cultural values ​​of the peoples of the Russian Federation ".

In addition, at the expense of the funds of the Republic of Tatarstan, grant support was provided to 10 amateur creative teams, 266 people were involved in the program “Culture Volunteers”.

“As part of the implementation of the Digital Culture project, 3 events are planned for 2019. According to the first, work is underway on the acquisition of equipment in order to create 5 virtual concert halls. The second is the creation of 1 multimedia guide for expositions and exhibition projects. At present, the National Museum of the Republic of Tatarstan has received support in the exposition Historical and Cultural Heritage. The result will be publishing a multimedia guide in the mobile application and the Artifact platform

The result will be the publication of a multimedia guide on the museum’s exposition with the support of augmented reality, an audio guide, and a version in a foreign language in the mobile application and the Artifact platform, ”the head of the ministry said.

The development of the program “Culture Volunteers” as part of the national project “Culture” was presented by Ekaterina Morozova, an activist of the social movement “Culture Volunteers”. She told about the main activities of volunteers: working with visitors in cultural institutions, conducting excursions for them, master classes, all kinds of events; assistance to researchers in the preparation of exhibitions, the description of new acquisitions, in decoding and translating texts, etc.

In particular, in the framework of the hearings, Artem Silkin,  director of the museum-reserve “Island Sviyazhsk”, invited cultural volunteers to cooperate. And Tatyana Larionova suggested including volunteers and people of the older generation. In addition, she called on the participants of the meeting to hold such hearings on the ground, which will make it possible to increase the effectiveness of the implementation of the national project “Culture” and convey information about it to every citizen of the republic.
