Culture Minister of Tatarstan Irada Ayupova held a business brunch for media representatives

The meeting touched upon topical issues in the field of culture of Tatarstan, discussed the future of the Kazan circus, the fate of the national cultural center "Kazan" and the prospects for the development of theaters.

First of all, Irada Ayupova announced that Ramil Sharifullin became the winner of the competition for the post of director of the Kazan circus.

“If the director of the circus can correctly hear all the ideas and thoughts that were voiced in the process of protecting the concept of the participants, then our circus stage will become competitive. Of course, there is a question of creating your own troupe, ”said Irada Ayupova.

According to her, the Kazan circus should move away from the concept of the rolling platform and move on to the creation of new circus acts.

A large layer of issues  was devoted to the relocation of the Museum of National Culture from the Kazan National Culture Center building and the placement of the national library there. As the minister stressed, the epic with the national cultural center has been lasting for a long time and still interests the public, but we must stop seeing the library as an archaic institution. According to her, it is wrong to cross out libraries and archives from the cultural map of Tatarstan and Russia.

“The library is also a cultural center. The National Library of the Republic of Tatarstan is a national cultural center. The concept of organized spaces, which is now incorporated in the project of locating the national library at the NCC Kazan site  envisages a lot of open access areas - open funds, platforms for thematic discussions where people can communicate with each other, ”the minister commented.

The concept of the national library building at the NCC site is more focused not on the barrier environment, where there is a book transfer area and closed book depositories, it will become a space for cultural communication and knowledge capitalization. The renovated building should be open to the year of the 100th anniversary of the TASSR.

“In the year of the century these objects should be opened, such a task was set by the President of Tatarstan. Today, preparatory work is underway, and we are faced with problems in preparing the final calculations. The cost of work has not yet been formed, but it will be one of the most expensive objects on the eve of the 100th anniversary of the TASSR, ”the speaker explained.

As for the museum collection, the Ministry of Culture supported the decision that was made at the last meeting with the President of the Republic of Tatarstan Rustam Minnikhanov, since the collection of the museum of the 1000th anniversary would organically fit into the building of the magistrate.

“Now it is necessary to correctly formulate the terms of reference and design the project so that it can fully reflect the artifacts that are in the collection and the historical mission that was laid when creating the museum,” Ayupova added.

Modern technologies and the possibility of building museum collections will have to reveal to a greater extent the potential that was hidden in the archives of the NCC "Kazan".

During the brunch, Culture Minister Irada Ayupova touched upon the issues of the XXVI International Glinka Vocalists' Competition, which will be held from April 11 to April 19 in Kazan. The ministry works directly with conservatories and has the direct support of the Ministry of Culture of the Russian Federation. To date, the commission sent 20 applications from the contestants. By the way, the laureates of the republican contest will become participants of the XVI International Tchaikovsky Competition. It is noted that the status of the Tchaikovsky competition is one of the highest in world art.

Within the framework of the year of the Theater in Tatarstan, under the Union of Theater Workers, it is planned to create a Fund to support theater workers. The project was initiated at a meeting of the Ministry of Culture of the Republic of Tatarstan with  heads of theaters of the republic.

“We have a problem - the older generation of artists in the theaters of Tatarstan, who are often not involved in the theater process and need financial support. For these purposes 1% of extra-budgetary income will be allocated. According to preliminary data, the volume is small and will be about 3 million a year. But this money will definitely be in demand, ”Ayupova explained.

Among other areas of work in the field of theatrical activity will be the coordination of the touring and festival activities of theaters by the expert community. The ministry will be guided by the opinion of the Union of Theater Workers in organizing tours and participation of troupes in festivals.

Within the framework of the “Culture” project the Ministry of Culture also plans to develop the experience of virtual concert halls in the republic. At the same time, in addition to broadcasting performances from Moscow and St. Petersburg in Kazan, in Tatarstan it is planned to develop the idea further - to broadcast republican professional productions to rural areas. At the same time, from the federal budget Tatarstan intends to receive funds for the implementation of the project to a greater extent within the framework of the grant system, the total amount of funds is not yet known.

Today, taking into account the projects “Theater to Small Cities”, “Theater to Children”, the amount of funds raised from the federal budget is more than 80 million rubles.

“In order to achieve results, we need to put it where there is little. The level of provision of our residents with quality infrastructure is much higher than that of our neighbors. So, on the one hand, we win, and on the other, we lose, ”shared Ayupova.

At the end of the brunch, Irada Ayupova asked journalists to share ideas on the development of the cultural life of the republic and tell them what is missing from the new 5K  culture development concept.
